What Is an APEC Business Travel Card?

The APEC Business Travel Card (ABTC) is a travel document issued to business travellers from APEC member economies. It allows holders to enter participating countries through dedicated fast-track immigration lanes and, in many cases, without obtaining a visa in advance. The card is recognised across 21 APEC economies, though the United States and Canada participate only as transitional members, meaning their nationals can hold the card but their lanes are not available to other ABTC holders entering those two countries.

For entrepreneurs and executives who regularly travel within the Asia-Pacific region, the ABTC is one of the most practical tools available to reduce the friction of international business travel.

Which Economies Participate?

Full ABTC member economies where holders can use dedicated lanes include: Australia, Brunei, Chile, China, Hong Kong, Indonesia, Japan, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, South Korea, Taiwan, Thailand, and Vietnam.

The United States and Canada are transitional members. Nationals of those two countries can apply for an ABTC and use fast-track lanes in other member economies, but dedicated ABTC lanes are not available when entering the US or Canada.

Key Benefits of the ABTC

  • Fast-track immigration lanes at participating airports, bypassing general queues

  • Pre-cleared entry without a visa to most participating economies for stays of up to 60 days

  • Valid for five years (or until passport expiry, whichever comes first)

  • Significant time savings for frequent Asia-Pacific travellers

  • Recognised at major international airports across the region

Who Is Eligible to Apply?

To be eligible for an ABTC, you must meet the following criteria:

  • Be a citizen or permanent resident of an APEC member economy

  • Be engaged in legitimate business activities (employees, directors, business owners, or consultants)

  • Hold a valid passport with at least six months remaining validity

  • Have a clean record with no serious criminal convictions

The card is not available to tourists or those travelling for non-business purposes. Each economy has its own issuing authority and specific eligibility requirements, which may vary slightly.

How to Apply

The application process differs by economy, but the general steps are consistent across members:

  • Obtain an application form from your home economy's issuing authority, typically the immigration department or trade ministry

  • Submit proof of identity, passport copy, and business documentation such as a company registration, employment letter, or business licence

  • The issuing authority forwards your application to all APEC member economies for background screening

  • Once cleared by all economies, the card is printed and issued to you

The screening process involves each member economy individually reviewing the application, which is why processing typically takes longer than a standard visa application.

Processing Time and Validity

Processing typically takes two to three months, though this varies depending on the applicant's home economy and current application volumes. Some economies offer expedited processing for an additional fee.

Once issued, the ABTC is valid for five years or until your passport expires, whichever comes first. If your passport expires before the card, you will need to reapply with your new passport. It is advisable to apply well in advance of your next major travel period.

Practical Tips for ABTC Holders

  • Always carry both your ABTC and your standard passport when travelling, as both documents are required at entry

  • Use the dedicated ABTC lanes clearly marked at participating airports to bypass standard immigration queues

  • Check entry conditions for each economy before travelling, as rules may have been updated since your card was issued

  • Begin the renewal process at least three months before your card expires to avoid any gap in coverage

  • Keep a digital copy of your card details stored securely in case of loss or theft

Why the ABTC Matters for Businesses Operating in Asia

For companies with operations across multiple Asia-Pacific markets, a common structure among ASC Consulting clients, the ABTC represents a meaningful operational advantage. The ability to enter China, Hong Kong, Singapore, Japan, and other key markets without advance visa applications, and to clear immigration quickly through dedicated lanes, directly reduces the cost and complexity of executive travel.

For Australian, New Zealand, or other Western-economy businesses with an Asia-Pacific footprint, the card pays for itself within the first few trips. It is particularly valuable for directors who serve on multiple boards across the region or consultants who move between client sites on a regular basis.

Frequently Asked Questions, APEC Business Travel Cards

Can I use my ABTC to enter China?

Yes. China is a full APEC member and ABTC holders can enter through dedicated fast-track lanes at major international airports including Beijing Capital, Shanghai Pudong, and Guangzhou Baiyun. Entry is permitted for business stays of up to 60 days without a separate visa.

How long does the ABTC application take?

Most applicants receive their ABTC within two to three months of submitting a complete application. The timeline depends on how quickly each of the 19 member economies completes its background screening review. Incomplete applications are a common cause of delays.

Is the ABTC the same as a visa?

No. The ABTC is not a visa, it is a pre-clearance document that grants access to participating economies under agreed business travel conditions. It does not replace your passport and must be used alongside it. For stays beyond the standard ABTC period or for non-business activities, a standard visa may still be required.

What happens if I lose my ABTC?

Report the loss to the issuing authority in your home economy immediately. You will need to apply for a replacement card, which involves a new processing cycle. You cannot use a lost or cancelled ABTC, attempting to do so may result in denial of entry.

Can a permanent resident (non-citizen) apply for an ABTC?

This depends on the economy. Some APEC member economies allow permanent residents to apply; others restrict eligibility to citizens only. Check the specific rules of your home economy's issuing authority before applying.

Does the ABTC cover personal travel as well as business travel?

No. The ABTC is strictly for business travellers. Entry using the ABTC should only be for legitimate business purposes. Using it for tourism or personal travel may result in denial of entry or cancellation of the card.

Is the ABTC useful for Hong Kong-based businesses?

Yes. Hong Kong is a full APEC member, and Hong Kong permanent residents who are nationals of a participating economy can apply. For companies operating out of Hong Kong with frequent travel to mainland China, Singapore, Japan, or Australia, the ABTC significantly reduces administrative overhead and travel time.

How much does an ABTC cost?

Fees vary by economy. In Australia, for example, the fee is around AUD 300. Processing fees in other economies are broadly similar. Given the savings in time and the elimination of individual visa fees across multiple economies, the card is generally cost-effective for any executive making more than two or three Asia-Pacific trips per year.
